Dear CEC members:

It is with great pleasure that we welcome you to Jacksonville and the 2011 Conference for the Council for Exceptional Children! The local chapters are excited to share their beautiful down riverfront and the beaches!

     This year’s conference highlights are:

Dr. Anita Archer.

We are honored to have her as our opening keynote speaker. Dr. Anita Archer serves as an educational consultant to school districts on explicit instruction and literacy instruction. She has taught elementary and middle school students and is the recipient of ten Outstanding Educator awards. Dr. Archer has served on the faculties of San Diego State University, the University of Washington, and the University of Oregon. She is nationally known for her presentations and publications on instructional procedures and literacy instruction and has co-authored numerous instruction materials with Dr. Mary Gleason and, most recently, a textbook on explicit instruction with Dr. Charles Hughes.

Bambi Lockman

Bambi J. Lockman has been Chief of the Bureau of Exceptional Education and Student Services in the Florida Department of Education since 2004. She is responsible for Florida’s implementation and general supervision of the Individuals with Disabilities Education Act (IDEA 2004), coordinating Florida’s State Performance Plan and Annual Performance Report, and managing the distribution of IDEA Part B and Part B Preschool grants. Ms. Lockman provides leadership in numerous PreK–12 statewide initiatives and oversees an array of discretionary projects. She has been instrumental in Florida’s implementation of the Multi-Tiered System of Supports (MTSS) and postsecondary programs for students with significant cognitive disabilities.

Dr. Mark R. Shinn

Dr. Mark R. Shinn is Professor of School Psychology and Program Director at National Louis University. He also serves as Project Director of the Northern Region of IASPIRE, an OSEP and Illinois State Board of Education project supporting implementation of RTI and EIS. He’s a member of the CORE national advisory board and a consultant for the assessment elements for two remedial intervention programs.

We hope you enjoy your visit to Jacksonville and have a successful conference. I truly hope that you are able to grow professionally, network with others, and make a few friends!

Looking forward to seeing you in Jacksonville,
